Competition and Partnership: Key Issues of economic relations between China und EU

Purposes of the Conference
China has enjoyed 9% annual average growth since 1980 and boosted to the world’s 4th economic power and the 3rd biggest exporter. The EU offers the largest market in the world. It enjoys world leadership in key technologies and skills. The EU plays a central role in finding sustainable solutions to today's challenges, on the environment, on energy, on globalization. EU-China trade has increased dramatically in the past few years, doubling between 2000 and 2005. Europe is China's largest export market; China is Europe's largest source of imports. The important role that both China and EU play in the global Economy and the effects from both sides to further strengthen their economic ties is the motive for us to organize this conference. Participants from academia and policy circles in China and Europe will join to discuss recent topics and developments in EU-China political economy and economic cooperation. Papers should be of high academic quality, but relevant and accessible for policy circles.
Themes of the conference
To better reflect the importance of their relations, the EU and China agreed a strategic partnership in 2003. On 24 October 2006, the European Commission launched a new strategy paper (EU Comm2006 631 final) for the relationship with China “EU-China: Closer Partners, Growing Responsibilities”. Accompanying this Communication is a separate policy paper that sets out a new comprehensive strategy for building the European Union’s trade and investment relationship with China, entitled “Competition and Partnership”.
The Paper (EU Comm2006 631) lined out a wide range of issues in the bilateral cooperation. Now the negotiations for a new Partnership and Cooperation Agreement are on the way between the authorities from both sides, which will also u p d a t e the 1985 Trade and Co-operation Agreement. The signing of the new agreement will lay a stable fundament for strengthening economic and trade relations between China and EU.
Focusing on the economic field, we s e l e c ted topics for our conference, which will play key role in the bilateral relations in the years to come:
? The Euro and the Renminbi – Their Future Role in the World Economy and the Exchange Rate Issue
? Contested Markets: Trade Policy and Market Access
? Energy Security, Climate Change and Foreign Affairs
? Cooperation and Competition in the Global Knowledge Economy
Paper requirements
Participants should submit an unpublished and original paper on Sino-European economic relations to the conference; deadline of the submission is February 15, 2008. Papers must be sent to the conference secretariat via E-Mail (shishiwei@uibe.edu.cn). Paper titles should be submitted upon registration. For all papers, titles, abstracts, institutional address and a briefing introduction to the author are required. Acceptances will be announced by early March. Proceedings of the conference will be published by an international publishing house.
Funding
Participants have not to pay for the participation. The conference organizers provide full financial support for the speakers and discussants. All other participants have to pay the expenses by themselves.

研讨会的目的
1980年以来,中国经济平均增长了9%,经济总量快速上升,目前已成为世界第4大国民经济体和第3大出口国。欧盟市场是世界第一大市场。它在核心技术和技能方面处于世界领先水平。在为当今世界各国面临的生态、能源和全球化挑战寻找可持续的解决途径方面,欧盟扮演着举足轻重的角色。过去几年里,欧盟与中国之间的贸易蓬勃发展,从2000年到2005年,贸易额增长了一倍。欧洲是中国最大的出口市场,中国也是欧洲最大的进口来源国。中国和欧盟在全球经济中的重要地位以及双方进一步加强双边合作的愿望与行动,是我们组织筹办这样一个会议的动因。此会议的参加者包括来自中国和欧洲学术界和政界的代表,他们将共同讨论中国—欧盟政治经济中的新问题和新发展。会议论文应具有很高的学术水平,同时又能为政策咨询所用。
本次研讨会主题
为更好地体现双边关系的重要性,中国和欧盟在2003年建立了战略合作伙伴关系。2006年10月24日,欧盟委员会颁布了一个新的名为“欧盟与中国:更紧密的伙伴,承担更多的责任”的对华政策文件(欧盟委员会文件2006 631终)。 欧盟委员会还同时颁布了一个名为“竞争与伙伴关系”的“姊妹文件”,专题阐释了建立欧盟对华贸易和投资关系的综合战略。今年以来中国政府与欧盟开始就签署一个新的合作协定进行谈判,这个协定将更新1985年签署的《中欧贸易与合作协定》,使中欧经济与贸易关系获得一个更坚实的基础。
中国与欧盟的经济合作涉及的领域十分广泛,我们选择下面几个将在未来数年在双边经济合作中扮演关键角色的领域作为我们会议的议题:

征稿要求
与会者应在2008 年2月15 日之前向“欧盟新对华政策文件及其对中欧经济关系的影响” 国际研讨会的秘书处提交一份原创的、未经出版的论文。电子信箱为:shishiwei@uibe.edu.cn
报名时需提交论文题目和作者简介。提交论文应包括论文题目、作者简介和论文提要。会议秘书处将在2008年3月15日前告知作者论文是否被录用。会议论文集将由国际知名出版机构出版。
