Purposes of the Conference
China has enjoyed 9% annual average growth since 1980 and boosted to the world’s 4th economic power and the 3rd biggest exporter. The EU offers the largest market in the world. It enjoys world leadership in key technologies and skills. The EU plays a central role in finding sustainable solutions to today's challenges, on the environment, on energy, on globalization. EU-China trade has increased dramatically in the past few years, doubling between 2000 and 2005. Europe is China's largest export market; China is Europe's largest source of imports. The important role that both China and EU play in the global Economy and the effects from both sides to further strengthen their economic ties is the motive for us to organize this conference. Participants from academia and policy circles in China and Europe will join to discuss recent topics and developments in EU-China political economy and economic cooperation. Papers should be of high academic quality, but relevant and accessible for policy circles.
Themes of the conference
To better reflect the importance of their relations, the EU and China agreed a strategic partnership in 2003. On 24 October 2006, the European Commission launched a new strategy paper (EU Comm2006 631 final) for the relationship with China “EU-China: Closer Partners, Growing Responsibilities”. Accompanying this Communication is a separate policy paper that sets out a new comprehensive strategy for building the European Union’s trade and investment relationship with China, entitled “Competition and Partnership”.
The Paper (EU Comm2006 631) lined out a wide range of issues in the bilateral cooperation. Now the negotiations for a new Partnership and Cooperation Agreement are on the way between the authorities from both sides, which will also update the 1985 Trade and Co-operation Agreement. The signing of the new agreement will lay a stable fundament for strengthening economic and trade relations between China and EU.
Focusing on the economic field, we selected topics for our conference, which will play key role in the bilateral relations in the years to come:
Key issue 1: Role of China and EU in the World Economy
Recently, the strength of the Euro had great impacts on bilateral trade between China und EU. At the same time, the importance of the Euro as a reserve currency is increasing for China. This raises the question how future alignments are feasible, and what will be the strategic influences on trade and investment flows between China and Europe. Beyond these short and medium term developments, there are fundamental questions concerning the role of the two currencies in the world economy, especially after a foreseeable further liberalization of the Chinese currency regime. With the increasing openness of the Chinese economy, the regional role of the Renminbi will grow, resulting in a quadrangle of currency relations between the US Dollar, the Euro, the Yen and the Renminbi, which will deeply affect the global flows of trade and investment.
Key Issue 2: Contested Markets: Trade Policy and Market Access
The exchange rate is a core point in the trade policy agenda, as the long-standing tensions between China and the US witness. Issues of trade policy and market accessalso move into the center of European concerns about bilateral trade and economic relations, such as tariff and non-tariff barriers, alleged discrimination of and lacking legal protection for foreign investors, and lack of compliance to WTO regulations. While European authorities seem doubtful of the efficiency of “Dialogue first” policy for solving those disputes，China is concerned about a possible extension of the use of safeguard clauses and a possible politicization of trade relations, resulting in disguised protectionism and anti-dumping procedures.Mutual perceptionsplay a crucial role in determining policies, and there is a need for a more constructive dialogue to deal with misperceptions on both sides. Beyond these policy issues, the decision-making process in trade policyon both sides needs to be analyzed in order to identify particular actors and interests which take decisive impact on future developments.
Key issue 3: Natural Resources, Climate change, Energy Security and potential EU-China Cooperation
Chinas economic development comes with a rapidly growing demand for natural resources and energy. As a newcomer, China faces difficulties and strong competition in entering the global energy markets which have long been dominated by western countries and companies. Especially, but not only in Africa where China has longstanding relations, it has increased its engagement. Europe is watching with interest and increasing criticism towards Chinas unconditional investment and aid in resource rich countries. At the same time the EU is shaping own strategies for the Unions engagement in Africa. Here lies the potential for competition and confrontation as well as for a future cooperation to manage the global energy demand and distribution. Europe is a global protagonist in climate policies, also expressing concerns about the impact of Chinese rapid growth on global climate change. China is short of technology and know-how for enhancing energy efficiency and reducing emission of greenhouse gases. Common interests in tackling climate change will enable environmental technology and management to become a promising field of economic and technological cooperation between China und EU. These complex interactions deserve closer scrutiny of the empirical facts, which are crucial for the strategic scenarios on both sides.
Paper requirements
Participants should submit an unpublished and original paper on Sino-European economic relations to the conference; deadline of the submission is March 30, 2008. Papers must be sent to the conference secretariat via E-Mail (shishiwei@uibe.edu.cn). Paper titles should be submitted upon registration.For all papers, titles, abstracts, institutional address and a briefing introduction to the author are required. Acceptances will be announced by early March. Proceedings of the conference will be published by an international publishing house.
Funding
Participants have not to pay for the participation. The conference organizers provide full financial support for the speakers and discussants. All other participants have to pay the expenses by themselves.

研讨会的目的
1980年以来，中国经济平均增长了9%，经济总量快速上升，目前已成为世界第4大国民经济体和第3大出口国。欧盟市场是世界第一大市场。它在核心技术和技能方面处于世界领先水平。在为当今世界各国面临的生态、能源和全球化挑战寻找可持续的解决途径方面，欧盟扮演着举足轻重的角色。过去几年里，欧盟与中国之间的贸易蓬勃发展，从2000年到2005年，贸易额增长了一倍。欧洲是中国最大的出口市场，中国也是欧洲最大的进口来源国。中国和欧盟在全球经济中的重要地位以及双方进一步加强双边合作的愿望与行动，是我们组织筹办这样一个会议的动因。此会议的参加者包括来自中国和欧洲学术界和政界的代表，他们将共同讨论中国—欧盟政治经济中的新问题和新发展。会议论文应具有很高的学术水平，同时又能为政策咨询所用。
本次研讨会主题
为更好地体现双边关系的重要性，中国和欧盟在2003年建立了战略合作伙伴关系。2006年10月24日，欧盟委员会颁布了一个新的名为“欧盟与中国：更紧密的伙伴，承担更多的责任”的对华政策文件（欧盟委员会文件2006 631终）。 欧盟委员会还同时颁布了一个名为“竞争与伙伴关系”的“姊妹文件”，专题阐释了建立欧盟对华贸易和投资关系的综合战略。今年以来中国政府与欧盟开始就签署一个新的合作协定进行谈判，这个协定将更新1985年签署的《中欧贸易与合作协定》，使中欧经济与贸易关系获得一个更坚实的基础。
中国与欧盟的经济合作涉及的领域十分广泛，我们选择下面几个将在未来数年在双边经济合作中扮演关键角色的领域作为我们会议的议题：

- 欧元升值对双边贸易的影响
- 未来欧元与人民币在世界与地区经济中的作用

征稿要求
与会者应在2008 年3月15日之前向“竞争与伙伴关系：中国与欧盟经济贸易关系热点问题”国际研讨会的秘书处提交一份原创的、未经出版的论文。电子信箱为：shishiwei@uibe.edu.cn
