Introduction

The purpose of this action plan is to outline the key outcomes and actions for e-learning in the New Zealand school sector for 2006–2010.  This document describes the goals for e-learning in schools and the projects, tools,and resources that are being developed to address those outcomes.

This e-learning action plan builds on the previous two ICTstrategies for schools – Interactive Education (Ministry of Education, 1998) and Digital Horizons (Ministry of Education, 2002).  It includes the work and priorities of schools and the Ministry of Education (the Ministry) as well as those of other agencies, in particular, the NationaLibrary of New Zealand (the National Library).

The action plan provides goals and a direction for e-learning in schools for the next four years.  It describes the intended outcomes for each goal and the actions that are required to achieve the goals.  It also identifi es how school-focused initiatives fi t in with and support the wider range of digital and ICT strategies being co-ordinated and supported by the Government.

The plan also demonstrates how e-learning can contribute to the Schooling Strategy (Ministry of Education, 2005c) and its priorities for the next fi ve years, which are that:

*  all students experience effective teaching;

*  children’s learning is nurtured by families and whànau;

*  evidence-based practices are used by all involved in schooling.

e-Learning has the power to transform the way we learn.  It is about exploiting technologies in everything we do and using ICT effectively across the curriculum to connect schools and communities and to support evidence-based decision making and practices in schools.

e-Learning can provide accessible, relevant, and high-quality learning opportunities so that every student is better able to achieve their full potential.

The goals of this action plan are ambitious and require the participation of all stakeholders.  The achievements since the launch of the fi rst strategy have occurred as a result of the shared contributions from the Government, schools, school communities, and businesses.

In looking to the future, all parties have a role to play in ensuring that schools are able to respond to the needs and concerns of their students and communities while meeting national objectives.

It is this shared commitment and open communication that will achieve our vision for e-learning.Nàu te rourou, nàku te rourou, ka ora ai te iwi.With my food basket and yours, there is nourishment for all the people.
   e-Learning can cover a spectrum of activities from supporting learning to blended learning (the combination of traditional and e-learning practices), to learning that is delivered entirely online.  Whatever the technology, however, learning is the vital element.  e-Learning is no longer simply associated with distance or remote learning, but forms part of a conscious choice of the best and most appropriate ways of promoting effective learning.

    ”Innovation” a buzzword at AASA conference (American Association of School Administrators)

    By Meris Stansbury, Assistant Editor, eSchool News

    Several key speakers at the American Association of School Administrators’ annual conference in Tampa seemed to agree that the old ways of rote memorization, standardized testing, and chalkboards are not what students need to succeed in today’s schools and the world at large.

    Yong Zhao, a distinguished professor of technology in education and educational psychology, and director of the Michigan State University College of Education’s Center for Teaching and Technology.

    Zhao gave attendees his theory on what knowledge is most valuable in today’s economy, a question Herbert Spencer asked in 1859. Ironically enough, 150 years ago, science was his answer—just as science is what many educators believe is the answer today.

    According to Zhao, however, pushing for high math and science scores will not help the United States remain a global economic leader; it will only “discriminate against other talents. … Testing restrains the definition of knowledge,” he said.

    Zhao cited Steve Jobs, Bill Gates, and the creators of Google as people who are modern-day success stories—all of whom dropped out of college. “A country’s worth is not measured by test scores,” he explained. “It’s measured by concepts, ideas … life, liberty, and the pursuit of happiness!”

    Zhao noted that countries such as India, Korea, Japan, and Singapore are producing incredible scientists, engineers, and mathematicians—so the United States needs to find its own niche market. Said Zhao, “We need to ask ourselves, why would some company want to be based in the U.S.? Why would they need our workers?”

    He described how technology is redefining talent, and therefore the talents that we as a country should create must revolve around new technologies. “Look at Second Life, look at the virtual worlds of social networking sites and gaming. Look how Asian countries are hiring teenagers to play video games professionally. … The U.S. needs to prepare students for the production of virtual goods,” he explained.

    Zhao also believes that to thrive in this new interconnected world requires having global tolerance and strong ethical online standards.“We need to teach our students global citizenship, teach them that global warming is interdependent on all countries, that learning foreign languages can really benefit them in the future,” he said. “Right now, the U.S. need for foreign-language speakers outweighs the need for engineers.”

    Zhao concluded by saying that “we need to become innovators in a digital world,” a goal that can only be achieved through curiosity, risk, and creativity—characteristics he says the United States is known for.
