可能还是不清楚，我还是打吧  英语一作文
  Moral consciousness does exert such a profound effect on our life that it revolutionizes the way of people's living and thinking.As is subtly revealed in the first portrayal,the very girl who is good-looking casts banana peels on the ground even the dustbin beside her.On the contrary,another man picks up the rubbish in another picture.And below the cartoon,there is a topic which says:Beauty is not external.
  The thought-provoking drawings mirror a phenoenon in comtemporary society and tell us that we should put emphasis on our internal virtues rather than our appearances.According to recent statistic conducted by CCTV,the past decade has witnessed a sharp increasing in the percentage of people who will not throw garbage as casually and will gather the trash when they find it ner the midden from 21%to78%.That is to say,environmental awareness on moral aspect win the appreciation of public.
  It is high time that we highlighted the significiance of moral consciousness.And goverment can set down cooresponding legislation and regulations.Only by enforcing the measure into practice,can our society be more harmonious,our enconomy be more prosperous,and we,as individuals,embrace more promising prospect.

分段不明显呢。。moral consciousness 是第一段    The though-provoking drawings 是第二段   It is high time是第三段

不以恶小而为之，不以善小而不为。这句话没有针对性极强的英语表达，所以你的翻译只要符合语法规则，表达的意思准确就可以，fold your arms up inspite of the little detriment and do not inspite of the little benifit. 语法没问题，建议你把fold your arms up 换成do not do it就可以了，而benefit是“利益”换成benefaction更好，don't do it  inspite of  little detriment and do it because of  little benefaction.
