The largest business federation in the United States is calling on leaders in government, business and labor to unite around an ambitious goal of creating 20 million jobs over the next decade.  In his annual state of American business address Tuesday in Washington , U.S. Chamber of Commerce President Thomas Donohue noted encouraging signs for American businesses in 2010 but said the biggest obstacle is "uncertainty."

Despite signs of a gradually improving economy, job growth continues to lag in the U.S.  Unemployment remains high at 10 percent - after the economy shed another 85,000 jobs last month.

U.S. Chamber of Commerce President Thomas Donohue says the reason is obvious: uncertainty is causing large and small businesses to think twice before hiring new workers. "If you were in their shoes today, would you jump quickly into new investments and hiring?  Or would you wait for some clarity and common sense to take hold first?," he said.

At the Chamber's annual state of American business address, Donohue outlined what he called an "achievable plan" to create 20 million jobs in 10 years.  The five point plan includes expanding U.S. exports around the world, rebuilding the nation's infrastructure and maintaining taxes at current levels.

Donohue says introducing new taxes now would further slow economic growth, or worse, bring about another period of decline. "Congress, the administration and the states must recognize that out weak economy simply could not sustain all these new taxes, regulations and mandates now under consideration.  It's a surefire [certain] recipe for a double-dip recession, or worse," he said.

Donohue was particularly harsh over a proposal by the White House to tax bank transactions in order to recoup some of the money used to bail out troubled banks. Donohue said it was a bad idea because the costs would simply be passed on to consumers. "There are so many unintended circumstances when you try and 'gerrymander' [redrawing boundaries to gain political advantage] the economic system to try and meet your political objectives.  It's a bad idea.  Fortunately, the congress would have to approve this," he said.

Donohue's speech comes as President Obama prepares to deliver his first state of the union address and Congress considers additional stimulus measures to create new jobs.

2、two distinct and independent ways of developing competence in a second language
5、the primary reason for the individual differences in second language learning
I never gave you that book
叫你interpret the meaning of the sentence when the stress is put on different words,就是重音放在不同的词上句子意思会有不同,叫你写出句子意思来 下面黑体的是重音 10分
I never gave you that book;I never gave you that book;I never gave you that book;I never gave you that book;I never gave you that book

Lateral Thinking

A father is busy putting decorations on to the Christmas tree but as quickly as he puts them on his two-year-old son pulls them off. He is about to put the child in a play pen when his wife suggests that it might make more sense to put the tree in the playpen and leave the child outside. Instead of keeping the child away from the tree one can keep the tree away from the child. Lateral thinking involves moving sideways to look at things in a different way. Instead of fixing on one particular approach and then working forward from that the lateral thinker tries to find other approaches.

You cannot dig a hole in a different place by digging the same hole deeper. A committee that is convinced that parking meters are the only way to control city parking will spend its time deciding what meters to use, where to put them and how to patrol them. A lateral thinker would look at other approaches: letting people park anywhere they liked so long as they left their headlights on; giving people licenses which would allow them to park free in town only one day a week and so encouraging car sharing; visible licenses that the motorist would pay for if he wanted to park anywhere in town.

Our thinking traditions are very firmly based on logical thinking in which we start off with a certain way of looking at things and then see what we can deduce from that. This can be called vertical thinking since it involves building on what is accepted as traditional. Vertical thinking is for using ideas and lateral thinking is for changing them.

Most of our thinking does not take place at the logical stage but at the perceptual stage which precedes this. Lateral thinking is to do with changing perceptions and finding new ways of looking at things. Lateral thinking is the practical process of creativity. There are various deliberate techniques such as the use of stepping stones (produced, for instance, by reversing the usual situation). Lateral thinking turns creativity into a tool. In a patterning system such as the mind provocation is as important as analysis—and more important for changing ideas.
